cat tails: honestly the best place is shoshun village. i can get 40, 50 EASY by hopping realms. one problem with this is that shoshun village is fairly small so you get all of the cattails BEFORE your realms changer cools off.
black lotus: o god. the best way to get these is to make them with ore and 'tails. but if you HAVE to get them alone then go to Shirataki Temple. not garenneted but best i can find. D;
+++UPDATE+++ I discovered a pots on Friendly saying that the best place for Lotus's is Tatkai Outpost
